After troubleshooting, I came to the conclusion that the connector had an issue with pin 14. Seller didn't send me a replacement cable after requesting one. Instead, they asked me to make sure the connector was fully inserted (really?). In the end, I had to spend an extra $10 on a DB-15 connector and replace the connector myself. A less tech savvy person would have been screwed.
