Measure the outside diameter of the hose AFTER it is fitted to the car, then choose a clip where your requirement is in the middle of the minimum/maximum range of the clip to buy. For example, if your hose fitted on the car o.d. is 25mm, then you will need a clip of size 23-27mm approx. Make sure the maximum is just enough to clear the fitted hose and the minimum enough to squeeze the hose tight.

A vise grip just about works, but a special tool would be much safer, otherwise a visit to the local A&E might be on the cards…

The only thing you need to be careful of is to get the exact size correct. Fit the hose you have onto the car, then with an analogue or digital caliper, measure the outside diameter as fitted. Then pick a clip where the size you have just measured is in the middle of the size range of the fitting. I made the mistake of picking a clip whose maximum range was what I needed and it would not compress the hose enough. Doh!
